What Does It Mean for the State-Based Marketplaces?
Before the March 31 enrollment deadline, HHS had announced that consumers who started or attempted to start an enrollment application by the deadline would be given an extension of time to complete it. Last week, we posted an update on the specifics of that extension – that consumers would have until April 15 at 11:59 PM ET to complete the application. However, it should be noted that this extension is only for healthcare.gov and consumers in states that are using the federally facilitated marketplace. It does NOT apply automatically to the state-based marketplaces. So what are those 17 jurisdictions doing as it relates to the March 31 deadline? Here’s a breakdown of the 16 states (plus DC) and how they are addressing possible extensions.
- California: People who couldn’t get on website can complete an application with an assister by April 15, while people who created an online account but did not complete the application have until April 15 to complete the application online
- Colorado: If the consumer started an application, they have until April 15 to finish. Individuals still waiting for a Medicaid determination have until May 31.
- Connecticut: It is being handled on a case-by-case basis. In their words, they are “working with residents who attempted to enroll before March 31.”
- District of Columbia: Consumers requiring in-person assistance or assistance by telephone have until April 30 and those who set up an online account prior to the deadline have until April 30 to select a plan.
- Hawaii: If the consumer started an application, they have until April 30 to finish.
- Idaho: Similar to the federal marketplace – if the consumer attempted by March 31, they have until April 15 to complete an application and enroll.
- Kentucky: They have opened applications from April 4 to April 11, and there is no requirement to have already started.
- Maryland: For people who started the application before the deadline, they have until April 18 to complete the application and enroll in a plan.
- Massachusetts: For those who experienced technical problems with enrollment, they have until April 15 to complete the application and enroll in a plan.
- Minnesota: Consumers who started the application process by March 31 can finish. No specific deadline has been provided for when the application must be completed.
- Nevada: For people who started the application before the deadline, they have until May 30 to complete the application and enroll in a plan.
- New Mexico: They are handling extension requests on a case-by-case for people who had troubles. No specific deadline has been set.
- New York: For people who started the application before the deadline, they have until April 15 to complete the application and enroll in a plan.
- Oregon: As we reported last week, they have extended the deadline for all applications until April 30.
- Rhode Island: For people who started an application, they may complete it. No specific deadline has been set.
- Vermont: No apparent extension
- Washington: It is being handled on a case-by-case basis. In their words, they will “work with those” who couldn’t finish by March 31.
