Enrolling Hard-to-Reach Populations: Tools, Strategies, and Best Practices

The 2017 Open Enrollment period – also known as the fourth open enrollment period (OE4) – kicks off on November 1, 2016.
Since July 2013, enrollment assisters at community health centers nationwide have provided over 18 million assists to individuals seeking insurance coverage. While huge gains have been made in reducing the total number of uninsured since 2013, there are still large numbers of uninsured individuals, both nationwide and in specific communities, who continue to need access to health care coverage.
On October 25, 2016, from 1 pm – 2pm ET, the National Association of Community Health Centers will be hosting a webinar that will feature representatives from three national organizations representing populations that are traditionally hard-to-reach. Those populations include Latino children in rural areas, people with disabilities, and homeless populations.
Each presenter will discuss tools, strategies, and resources for conducting outreach and enrollment activities and highlight innovative ways they have partnered with community organizations, including community health centers. Speakers include:
- Karl Cooper, Project Manager, American Association on Health and Disability, National Disability Navigator Resource Collaborative
- Barbara DiPietro PhD, Senior Director of Policy, National Health Care for the Homeless Council
- WyKisha McKinney, Program Director, Children’s Defense Fund – Texas
