The Center on Budget and Policy Priorities (CBPP) has done an analysis of the proposed Notice of Benefit and Payment Parameters (NBPP) and the effect that it could have on premiums in the marketplace. Their analysis entitled “Change to Insurance Payment Formulas Would Raise Costs for Millions With Marketplace or Employer Plans” shows that the new formula used by CMS in the NBPP would cause premiums to increase for 7.3 million consumers.
