Individuals with Pre-Existing Conditions May Be Entitled to a SEP

Individuals who had pre-existing conditions and were enrolled in the Pre-Existing Condition Insurance Plan (PCIP) are now eligible for a special enrollment period (SEP). PCIP was a plan put in place by the Affordable Care Act for individuals who had pre-existing conditions and had previously been unable to obtain health insurance due to those pre-existing conditions. It was intended to be a temporary plan to provide coverage until the marketplace would be able to offer these individuals insurance on their own. As such, coverage under PCIP ended on April 30, 2014. CMS issued guidance at the end of last month indicating that individuals previously covered by PCIP would have a SEP for 60 days (until June 30) to obtain coverage through the marketplace.
