A new issue brief from the Kaiser Family Foundation looks at the potential savings consumers would find if they actively shopped for their 2016 coverage rather than allowing themselves be passively re-enrolled. Kaiser found that that in 73 percent of counties in the federally facilitated marketplaces, people who were enrolled in the lowest-cost silver plan for 2015 would save on their premiums if they switched to another silver plan for 2016.
