With the close of open enrollment, the only way that individuals can get coverage from a qualified health plan through the marketplace is by way of a special enrollment period (SEP). Recently, the Centers for Medicare & Medicaid Services (CMS) issued new guidance that relates to SEPs, specifically eliminating seven SEPs and providing specific guidance regarding the residency requirements for an SEP when an individual moves. The CMS guidance on the seven retired SEPs can be found here and the CMS guidance on residency requirements can be found here. The Georgetown Center on Health Insurance Reforms (CHIR) has also published a blog which helps explain these changes. The CHIR blog can be found here.
