Reports Address How a Medicaid Per Capita Cap Would Affect HCBS

There are two new reports which address how the Medicaid per capita caps under the American Health Care Act (AHCA) would affect Home and Community-Based Services (HCBS). The Center on Budget and Policy Priorities (CBPP) released a report entitled “Medicaid Cuts in House ACA Repeal Bill Would Limit Availability of Home and Community-Based Services” which examines the history of Medicaid financing and HCBS and what that could potentially mean with the Medicaid per capita caps under the AHCA. Another report from the Community Living Policy Center at the University of California San Francisco entitled “The Potential Impact of the American Health Care Act on Home and Community-Based Services Spending” takes a more historical look at what would have happened to the funding for HCBS had per capita caps been in place earlier this century.
