The Kaiser Family Foundation (KFF) continues to cover data now available on the end of the public health emergency, also known as the Medicaid unwinding. As the NDNRC newsletters have been reporting, over 25 million people were disenrolled from Medicaid and over 55 million were able to have coverage renewed. However, over a dozen states have experienced a decrease in child health insurance enrollment.
KFF delved deeper into the Medicaid renewal outcomes and enrollment changes. Key takeaways from this included:
- 10 million more people are enrolled in Medicaid and the Children’s Health Insurance Program (CHIP) than at the start of the pandemic in 2020
- 31% of those whose coverage was redetermined were disenrolled
- 69% of those whose coverage was redetermined were disenrolled due to procedural reasons
The Georgetown University’s Center for Children and Families (CCF) discussed the issues that enrollees have been facing during the transition from Medicaid to Marketplace coverage but also highlighted that most states have adopted innovative models to ensure that enrollees can maintain coverage and state Medicaid offices can handle the number of redeterminations that came their way.
The CHIRblog reviewed the intense enrollment growth that Marketplace plans have seen during the unwinding, with a total of 21.4 million new enrollees. This can be attributed to the enhancements of the premium tax credit from the American Rescue Plan Act in 2021 and the Inflation Reduction Act. However, the enhancements will expire after 2025 and may face a huge burden on many of these enrollees.
The CHIRblog also discussed the current health policy proposals of potentially replacing the Affordable Care Act with high-risk insurance pools, an idea that was suggested originally in 2017. This discussion focused on why this idea did not work then and would not work now, mainly due to unaffordability, limited coverage, and high out-of-pocket costs.
