Updated Federal Poverty Level Now Used by Marketplace

The Federal Poverty Level (FPL) was updated for 2016 in January, but until recently the Marketplace was using the 2015 FPL. The FPL is used in the Marketplace to determine eligibility for the Advanced Premium Tax Credit and Medicaid eligibility so these are the levels which will be used to determine 2017 eligibility.
